Under the general direction of a Staff Services Manager I, Staff Development Unit, and the Electronic Health Records System (EHRS) Program Director, the Instructional Designer (Technology) effectively applies adult learning theory utilizing multimedia technology and authoring tools to design and develop instruction materials that support the Electronic Correctional Health Care Organization Solution (ECHOS), EHRS. Travel independently as needed.
40% Analyze, plan, design, develop (including instructional interventions and use of course authoring tools, multimedia applications, and advanced technology), implement, and evaluate effective instruction, including EHRS course curricula, instructional support materials, e-learning, and other multi-media instructional modules, incorporating adult learning principles and measurement techniques (testing) to ensure instructional materials meet Departmental and industry training guidelines, standards, and specifications.
30% Conduct needs assessments to identify EHRS training needs and target audiences, recommend appropriate design solutions and learning strategies. Evaluate instructional objectives and course content and match with appropriate instructional delivery options (i.e. instructor-led, e-learning, webinar, video-teleconferencing, simulation, blended learning, etc.) that maximize mastery of subject matter and/or skill development. Make recommendations and provide alternative solutions based on business needs.
20% Serve as a subject matter expert to departmental administrators and consult with training presenters, subject matter experts and other staff in areas relating to instructional design, development, implementation and evaluation through effective use of technology in furtherance of staff development and training programs within California Correctional Health Care Services.
10% Analyze the characteristics of existing and emerging technologies and their use in an instructional environment. Apply fundamental research skills to instructional design projects. Prepare reports and make recommendations for curricula and training program improvements.

Description
The Senior Talent Development Consultant serves as a senior advisor and consultant to Sutter Health leaders including System Management Team, affiliate CEOs, administrative teams, VPs and Directors in support of talent management and development processes and programs, such as workforce and succession planning, performance management or learning and development. Supports strategic planning and execution of appropriate services and solutions to build individual and organizational capabilities for clinicians, managers and employees. Qualifications
Experience: Requires an educational background in Human Resources, as would normally be acquired through a Bachelor’s Degree in Human Resources, Business Administration, or Psychology or the equivalent as obtained through a BA or BS in another discipline and project management/change leadership experience as typically acquired in 6 or more years of experience. Must have experience demonstrating the ability to develop, implement and administer complex talent management or development programs. Healthcare system experience is helpful, particularly in a multiple stakeholder environment. Influence and partnership with external executives and/or educational institutions highly desired. Must have demonstrated ability to work effectively with a diverse group of management and staff to achieve desired outcome results as well as to manage large projects and initiate/ implement/ administer diverse programs.
Knowledge: Must have knowledge of translating business strategies into strategies, priorities and plans for talent programs including talent planning, management, and development. Must have knowledge of how to lead curriculum/ training / other development programs; needs assessment; and program design, delivery, and evaluation. Must understand how to measure effectiveness. Must understand how to define and deploy an effective process and associated tools. Must have knowledge of business leadership development strategy and organization development methodologies. Required Skills: Must have the skills to effectively lead change and transition. Requires strong collaboration skills to facilitate open sharing of information between various areas of functional expertise within the system and the affiliates.
