Job Description and Duties

CalHR is in search of a senior-level manager to lead the statewide Human Resources (HR) and Lean Academies. In this unique leadership position, you will have the opportunity to directly and positively impact over 150 state departments through HR skills training and continuous improvement programming. You will partner closely with agencies, departments, labor unions, human resources organizations, academia, and vendors to deliver innovative civil service led programs that support state HR professionals and those seeking to implement continuous improvement processes. As a CalHR Academy Manager, you will help build the California Human Resources Academy and lead the California Lean Academy, so bring your strong leadership skills and passion for talent development to this position and help us develop a highly-skilled civil service workforce to serve the needs of all Californians.

Under the general direction of the Chief Learning Officer, the Staff Services Manager II Academy Manager responsibilities include:

  • Leads and inspires program staff to deliver outstanding training in support of statewide efforts to develop and sustain a highly talented civil service workforce.
  • Serves as a subject matter expert in the training of human resource management and continuous improvement when designing and implementing statewide training programs and when providing consulting services in support of statewide and agency and department-specific training initiatives.
  • Ensures statewide training programs, tools, resources, and services are properly evaluated for effectiveness and that they represent the best talent development solutions available.
  • Ensures the financial stability of the program by delivering programs to departments through academy programs, vendor contracts, and interagency agreements.
  • Develops, advocates, and implements policy changes to improve civil service talent development solutions and requirements.
  • Provides expert guidance and assists with the design, development, delivery of civil service taught training associated with CalHR’s training programs.
  • Partners with the Leadership Academy Manager to deliver statewide training solutions utilizing shared resources and development tools that align with the mission of CalHR.
