Salary and Hours 
Work Hours: Monday through Friday, 8:00 a.m. - 5:00 p.m. 
Salary Range: $3,909.00-$5,564.00 Per Month 

Job Summary 
Under the general supervision of the Extended Education Specialist II, the incumbent is responsible for the administration and implementation of all International Professional Training and Development Programs (IPTD), the American Language and Culture Program (ALC) and the English Language Institute (ELI). These programs are offered within the International Programs area of the College of Continuing Education (CCE). The ALC and ELI programs offer an English language based program for international groups and individuals to improve and broaden their cultural understanding of the USA, expand their university degree aspirations, or expand their English as a second language skill. The IPTD programs are offered to mid-career professionals who are interested in advancing their skills and knowledge in a defined discipline. The incumbent is responsible for overall unit administration as it relates to the development and documentation of policies, procedures, and practices, human resources; student recruitment and marketing; class scheduling; and budget management. 

As a lead member of the International Programs team, the incumbent participates in strategic and tactical implementation activities. In addition, the incumbent directs project teams to implement and develop customized curriculum for ALC and IPTD programs. The incumbent represents CCE at various on-campus and off-campus committees, work groups, and conferences. This person provides overall oversight and support. 

The incumbent must have a working knowledge of immigration policies and procedures for students and scholars studying in the United States. And, troubleshoot of operational needs pertaining to these programs.

Minimum Qualifications 
Knowledge and Abilities: 
Knowledge of the procedures and practices in educational program and curriculum planning; resources of the campus and the surrounding community; and the processes required to plan and construct academic programs and course outlines. 

Ability to determine needs for new or revised programs; plan course hours and credit; develop course outlines with instructors; locate instructors and to assist them in understanding and completing contract arrangements; develop budgets and analyze costs; write promotional materials and to develop a variety of promotional techniques; represent the CSU system to the community and develop working relationships; manage logistics of providing classes; and maintain cost information and records. 

Experience: 
Equivalent to two years of experience in planning classes or programs in a specialized field or area, preferably in higher, extended, or adult education. Experience developing resources, budgets, and marketing plans for educational programs and in acting as a liaison with the community is desirable. Teaching experience in higher or extended education may be substituted for experience on a year-for-year basis. 

Education: 
Equivalent to graduation from a four-year college or university, preferably with courses in adult education and curriculum planning. 

Required Qualifications 
Experience: 
- Experience in developing strategic plans. 
- Experience in planning and contracting academic programs and course outlines. 
- Experience providing lead work direction and staff training. 
- Experience with promotional and marketing activities to increase enrollment (such as flyers, surveys). 

Knowledge, Skills, Abilities: 
- Knowledge of immigration policies and procedures for students and scholars studying in the United States 
- Knowledge of international programs and trends. 
- Ability to evaluate and analyze unit staffing needs and performance 
- Analytical and critical thinking skills 
- Ability to independently initiate plan, organize, prioritize, multitask, and coordinate work in a fast-paced organization with competing priorities and distractions. 
- Possess project management skills 
- Strong verbal and written communication and presentation skills. 
- Strong interpersonal skills to interact effectively with all levels of staff, students, and various external constituencies. 
- Strong customer service skills. 

Preferred Qualifications 
- Experience in supervising professional office staff and contract employees in a collective bargaining agreement environment. 
- Knowledge of CSU software applications such as Event Management Systems (EMS), Common Management System (CMS), Continuity Spectrum (C2K), and SEVIS. 
- At least 3 years of experience working with international students and English Second Language (ESL) programs. 
- Master's degree in TESOL, business, public administration, international business, or a related field. 
- Ability to speak Arabic, Mandarin, Japanese, Spanish, or other language. 

Eligibility Verification 
Candidate selected will be required to provide proof of eligibility to work in the U.S.

Conflict of Interest 
The duties of this position include participation in decisions that may have a material financial benefit to the incumbent. Therefore, the selected candidate will be required to file Conflict of Interest Form 700: Statement of Economic Interest when they first occupy the position, and on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter.
