Senior Training and Staff Development Specialist - San Jose, CA

Description

Under direction, to supervise Training and Staff Development Specialists and clerical support employees, and/or to perform highly complex duties pertaining to the strategic planning, development, implementation and evaluation of a variety of management, employee, and organizational development programs.  Such supervisory or development duties pertain to organizational goals of the Board of Supervisors, County Executive and Department Heads, and involves the translation of these goals into programs designed to improve individual and organizational productivity.

Typical Tasks
  • Performs the most complex and sensitive strategic planning, design, development, implementation and evaluation of a variety of management/employee and organizational development training programs, on a County-wide or Department/Agency basis;
  • Supervises professional and clerical employees performing duties pertaining to training;
  • Conducts complex employee, management, or organizational needs assessments or task analyses;
  • Researches a variety of pertinent subject matter literature and confers with subject matter experts to establish a subject matter foundation for training to be designed;
  • Instructs individuals or groups in higher level management courses or in the most difficult subject matter areas and performs the role of facilitator and resource person;
  • Assists in developing and improving training and development programs, plans and other management functions;
  • Assists in managing training programs including program design, enrollment management, vendor management, strategic marketing, and stakeholder management;
  • Determines objectives and methods of instruction and develops curriculum and training materials for training programs;
  • Provides consultation to agencies departments or divisions regarding training and development, or optional approaches to solving specific problems related to organizational productivity;
  • Performs complex research and analysis to obtain sources of non-County funding and potential training partnerships with outside organizations and institutions;
  • Produces training handbooks, manuals, scripts and related materials for complex training and development programs;
  • Previews vendor instructional materials and evaluates for purchase and use by the County;
  • May assist in developing contracts to hire external training vendors;
  • May assist in the administration of the county's learning management systems;
  • May create courses that are not only instructor led but also delivered by webinar;
  • May create web based training courses using best practices in e-learning instructional design and software;
  • May perform other organizational development or human resources duties where necessary;
  • May be assigned as a Disaster Service Worker, as required;
  • Performs other related duties as required.

Salary: $98,729.28 - $120,057.60 Annually
