Position Description

Under the direction of the Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA) performs the more responsible, varied, and complex technical analytical staff services assignments and is responsible for the planning, development, implementation, management, and delivery of departmental training programs, and the quality control of new and existing programs. This position requires the ability to work independently or as a team member to achieve established departmental goals. The AGPA will operate congruently with organizational culture, values and vision. The AGPA will support and promote a positive work environment and productive relationships with all staff and stakeholders of CDCR in an ethical and professional manner.  Duties include:

  • Design, organize, deliver and evaluate job specific complex and advanced training for custody and non- custody staff throughout the Department. Specific activities include: instructional design, facilitate classroom instruction using a variety of delivery methods, coordinate schedules and presentations of guest instructors, maintain appropriate learning materials, obtain and review evaluations and recommend content modifications as indicated. Implement new training strategies and/or performance initiatives and provide quality customized training solutions. These duties are performed locally and statewide. Up to 40 percent travel may be required.
  • Partners and collaborates with subject matter experts and managers in the more complex analysis,   design, implementation, and evaluation of training programs conducted throughout the Department on a wide variety of topics. Maintain knowledge of current effective presentation techniques, competency based curriculum design, theories of adult learning and distance learning delivery methods and technologies.
  • Prepare the more complex reports, correspondence, and special studies as needed.  Analyze legislative  bills and develop Budget Change Statements and Proposals.
  • Conduct training needs analyses for various target groups and develop written training proposals.
  • Job related special assignments or projects as directed by supervisor.
