Associate Governmental Program Analyst (eLearning Developer)

Scope of Position:

Under the general direction of the Manager, Statewide Training Unit (SSM I), the eLearning Developer works in support of the Personnel/Payroll Services Division’s human resources and payroll systems, in a collaborative team that is responsible for activities associated with analysis, development, and delivery of online and instructor- led training. The position works in the Customer Support Section, focusing on the eLearning development and online delivery of training programs for statewide human resources staff by using best practices for instructional design and adult learning.  Duties include, but are not limited to, the following:

Duties and Responsibilities:

  • Utilizing a variety of software applications, specifically Adobe Captivate, Adobe Creative Suite, Adobe Connect, Adobe Presenter, Adobe Acrobat Pro, and Microsoft Office Suite, and in collaboration with subject matter experts, apply adult learning concepts to analyze, design, develop, and implement engaging and interactive instructional eLearning and instructor-led courses, training simulations and vignettes, webinars, videos, teleconferences, and exercises that enhance retention and knowledge transfer for personnel and payroll staff.
  • Utilizing project and/or program standards, produce and maintain business process flow diagrams, reference manuals, job aids, programs, training aids, or other learning materials.
  • Ensure curricula, course objectives, and training materials meet ADA compliancy, division standards, and departmental training guidelines and specifications.
  • Make presentations to small and large groups.
  • Work with departments and control agencies to determine needs, gather information, identify impacts, negotiate agreements, identify issues, develop alternative solutions, and make recommendations.
  • Work with subject matter experts to ensure content is correct and consistent with division standards and departmental practices and policy.
  • Represent the State Controller's Office on various task forces comprised of departmental, control agency, program administrators, and business partner representatives.
  • Perform a variety of administrative tasks in support of special projects.

Desirable Experience and Qualifications:

  • Skilled user of Adobe Captivate or other software authoring tools (e.g., Articulate Storyline) to develop engaging and interactive presentations, quizzes, and/or demonstrations
  • Skilled user of Adobe Creative Suite and Adobe Presenter software or multimedia software programs
  • Skilled user of MS Office Suite including Word, PowerPoint, Excel, Publisher, and Access
  • Experience with Adobe Connect or other web-based collaboration tools
  • Experience with learning management systems (LMSs)
  • Experience with lesson plan development and/or storyboarding
  • Excellent communication and organization skills with attention to detail and customer service focus
  • Ability to analyze situations and adopt effective course of actions
  • Ability to exercise a high degree of initiative
  • Ability to multitask and to adjust to changing priorities
  • Ability to handle stressful and/or sensitive situations with tact
  • Collaborative, professional, accountable, and trustworthy
  • Demonstrable pattern of punctuality and dependability
  • Knowledge of the State’s human resources and payroll operations, policies and procedures
  • Knowledge of the State’s Uniform State Payroll System (USPS)
